Jeri Mason dcf4877fac Bucktooth 2.0 key layout for Preonic (#5258) 
Updated layout slightly for better compatibility with sculpted
(row-specific) profile keysets.

Fix build error on rev 3 toolchain; click waits don't seem to be
necessary anymore.

This commit removes the deprecated "QUANTUM_DIR" code block from
rules.mk files that affect entire keyboards.

rules.mk files that affect "user" keymaps. (It's actually any keymap
that isn't named `default`.)

* Remove chording as it is not documented, not used, and needs work.

* Make Leader Key an optional feature.

* Switch from `PREVENT_STUCK_MODIFIERS` to `STRICT_LAYER_RELEASE`

* Remove `#define PREVENT_STUCK_MODIFIERS` from keymaps.
